인천항의 베트남 컨테이너 물동량 활성화 방안 연구

인천항은 對 중국 물동량 의존도가 높아 항만물동량 증가의 불확실성이 높아지고 있어 이를 대체할 우회무역통로의 중요성이 매우 커지고 있다. 이에 본 연구는 베트남과 인천항간 항만물류 경쟁력 향상 요인을 도출하고 IPA 분석을 통해 인천항 컨테이너 물동량을 활성화 시킬 수 있는 전략적인 정책방안을 제시하고 향후 인천항의 중국 물동량 감소분을 상쇄하는 전략 기반을 마련하고자 하였다. 분석결과 중요도 인식은 높으나 만족도가 낮은 “집중”영역의 활성화 요인들은 통관협력시스템의 부재, 높은 내륙운송비, 전자통관서비스 미비, 내륙운송 연계성, 통관절차의 복잡성, 선박기항 빈도 및 다양성 등이 포함된 것으로 나타났으며, “집중”영역 요인들의 만족도 수준을 높이기 위한 개선방안 도출이 시급하다고 나타났다. 또한 “관세통관”영역의 “통관절차의 복잡성”과 “네트워크”영역의 “내륙운송 연계성” 등의 요인들이 시급히 개선되어야 할 것으로 나타났다. 따라서 이를 위해 베트남 정부기관은 물론 관련 산학연관 간의 공동건의, 상호협력 노력이 지속적으로 요구된다.
Abstract
Incheon is raising uncertainties over the increase in port volume, highly dependent on China for volume and bypass trade route to replace has gained importance in recent. Therefore, this study drew up strategic policy measures to improve the competitiveness of port logistics between Vietnam and Incheon ports, and to promote container volume at Incheon Port through IPA analysis, and to lay the foundation for strategies to offset the reduction in Chinese volume at Incheon Port in the future. The analysis showed that the activation factors of “concentration" areas with high awareness of importance but low satisfaction include the absence of a customs cooperation system, high inland transportation costs, lack of electronic customs clearance services, connectivity of inland transportation, complexity of customs clearance, frequency of vessel, and it is urgent to come up with improvement measures to enhance the level of satisfaction of "concentrated" factors. Above all, factors such as complexity of customs clearance in the customs part and interland transportation linkage in the network part should be urgently improved. Therefore, mutual cooperation efforts between the Korean and the Vietnamese government agencies as well as related industry-academic associations are continuously required for this purpose.
