본 연구는 최근 글로벌 공급망의 재편과 신규 물류망 구축이 본격화되는 시점에서대러제재가 국제 공급망 변화를 가속화시키는 주요 요인 중 하나로 인식하고, 대러제재에 따른 신규 물류 루트의 개발과 활용이 러시아와 파트너국의 경제협력에 미치는 간접효과를 추정하였다. 신규 물류 루트인 국제남북운송회랑(INSTC)을 통한 러시아-인도 간의 경제협력이 대러제재 기간 동안 양국 간 교역규모 변화에 미친 영향을 1993~2022년의 시계열 데이터를 수집하여 중력모형을 토대로 실증분석하였다. 분석 결과, 양국 간 경제 규모와 물류 루트 거리의 축소는 양국 간 교역규모에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 이를 통해 제재에 대한 러시아의 대응책으로서 신규 물류 루트의 활용이 제재의 효과를 상쇄시키는 작용을 하고 있으며, 향후 제재 효과의 분석에서 물류망에 관한 고려가 필요함을 알 수 있다.
Abstract
In the context of the recent reorganization of global supply chains and the construction of new logistics chains, this study recognizes the Russian sanctions as one of the main factors accelerating the transformation of international supply chains and estimates the indirect effects of the development and utilization of new logistics routes on the economic cooperation between Russia and its partners. We use a gravity model to analyze how bilateral economic cooperation between Russia and India through a new logistics route called INSTC affected changes in bilateral trade volume during the sanctions, using time series data from 1993 to 2022. The results show that the reduction in bilateral economic size and logistics route distance has a statistically significant effect on bilateral trade volume. This suggests that the Russian government's response to the sanctions was to utilize the INSTC, a new logistics route, to offset the effects of the sanctions, and that logistics networks should be considered in future analyses of sanctions effects.
