Abstract

This study examines the port–city linkages of Fuzhou and Quanzhou, two hub ports of the ancient Maritime Silk Road, through both qualitative and quantitative analyses. The qualitative analysis reviews the evolution of the Belt and Road Initiative (BRI), port development trajectories, and urban industrial structures. The quantitative analysis employs official statistics from China’s central and local governments to conduct correlation and regression tests. Results show that Fuzhou, supported by large-scale infrastructure investment and policy backing, demonstrates statistically significant positive relationships and strong explanatory power in most models, confirming a virtuous cycle of “port growth → urban economic growth.” In contrast, Quanzhou, constrained by a traditional manufacturing-based structure and policy marginalization, exhibits weak port–city linkages with largely insignificant results. These findings not only highlight the structural imbalance between the two cities but also provide broader implications for port development strategies in Fujian Province, as well as for hub cities along the East Asian Maritime Silk Road, including Korea and other major economies.
