사회혁신과 마을: 서울시 사례에서 본 커뮤니티 기반 사회혁신의 진화 가능성

사회혁신은 국가와 시장의 손길이 닿지 않지만 시민들의 필요가 절실한영역을 해소하고자, 이전에 없던 새로운 제품이나 서비스 제공방법을 개발해온 정책으로서 2010년대 이후 한국의 지방자치 정책으로 널리 수용되어 왔다. 그 과정에서 커뮤니티 기반 사회혁신 모델의 하나로서, 지역 커뮤니티 등 시민사회 혁신 주체들이 중심이 되어 지자체와 함께 새로운 공공서비스 생산에 참여하는 사회혁신이 특히 지역단위에서 활발하게 일어났다. 지난 2011~2018년 기간 동안 약 15만 명 이상의 주민이 참여하면서 발전해온 서울시의 마을 공동체 만들기는 이제 추상적 관계 만들기를 넘어, 구체적인 장소를 특정하고 주민의 일상생활 흐름과 밀착하면서 구체적인행정단위와 직접 결합하는 질적 비약의 단계로 진입하고 있다. 그리고 그매개지점에 최근 서울시의 ‘주민자치회’ 전환이 놓여있다. 주민들의 일상의 삶을 획기적으로 바꿀 정책으로 진화할 가능성을 내재한 지역 커뮤니티 기반의 사회혁신은, 주민자치회의 매개아래 지금까지의 ‘소소한 실험’ 이라는 이미지를 벗고 시민들의 필요에 부응하는 ‘혁신정책’으로서의 위상을 제고하게 될 것이다.
Abstract
Social innovation, defined as a package of policies for developing novel products or services that aim to meet the social needs identified by the state or the market, is enjoying increasingly broad adoption. As a model of social innovation, in the spirit of “co-production,” local communities and local governments in Seoul have begun collaborating to produce valuable public services, which could significantly impact the everyday lives of residents. Between 2011 and 2018, approximately 150 thousand citizens participated in the movement to build local communities in Seoul. These communities are now being enhanced to embrace their routine needs and to link to the public services supply chain. This could pave the way for future social innovation.
