기후변화 대응을 위해서는 산업부문을 중심으로 한 감축목표 설정 및 이행과 함께 지속가능한 소비의 실천이 필요하다. 지속가능한 소비는 실천적 노력으로서 생산부문의 변화를 유도하고 궁극적으로는 저탄소 사회 구조로 이끄는 원동력이 된다. 지속가능한 소비의 확대･촉진을 위해서는 정책 결정 과정에 지속가능한 소비 개념을 적극적으로 도입･반영하는 것이 필요하다. 본 연구는 이러한 문제의식 하에서 기후변화 대응을 위한 지속가능한 소비 정책의 미래방향을 조망하고자 하였다. 이를 위해 선진국을 중심으로 국제 사회의 지속가능한 소비 정책의 동향을 고찰하고 시사점을 도출하였다. 이를 통해 기후변화 대응을 위한 지속가능한 소비 정책의 미래방향을 총괄적으로 제시하고 탄소 포인트 제도와 같은 인센티브 제도의 확대, 친환경 건축물, 카 셰어링과 같은 녹색교통 수단에 대한 지원 등 부문별 개선방향도 함께 제시하였다.
Abstract
Recently, setting GHG emission reduction target is focusing on industry. To reduce climate change, however, we need to make an effort at an individual level. For this reason, sustainable consumption is a significant policy issue. Putting sustainable consumption in practice will be the crucial problem in the future. It could also be a driving force that leads to changes in production. Therefore, we will have to involve the concept of sustainable consumption in making policy decisions. This paper tries to illuminate the question of the future policy strategy for sustainable consumption. It reviews the concept of sustainable consumption and policies of other countries. In addition, it draws implications. In conclusion, it suggests that the integrated point of view related to consumption and the expansion of incentives and infrastructures. Furthermore, it proposes some ideas such as carbonpoints, ecopoints, carsharing and so on.
