Abstract
Social conflicts resulted from sharing economy services are an issue shown from a transitional process to a new market rather than conflicts among stakeholders in a market and recently such discord between industries has been increasing since the announcement of the governmental policy for expansion of an accommodation sharing service. Meanwhile, there has been an issue that ‘consumers’ are alienated from social attention and public engagement though they are agents creating value added in the sharing economy. Hence, based on the comparison with Japan which is evaluated to have more advanced operation of accommodation sharing services than Korea, this study examined issues within each society and tried to conduct interpretation from a perspective of consumers. Main research findings are as follows. Firstly, as a result of the text mining for 282 and 215 articles on an accommodation sharing service by Korean and Japanese major newspaper companies respectively from January., 2018 to July, 2019, both nations had a lot of discussions about provision of a new service and its effects, and mentions about enterprises, intermediary platforms and the government showed a higher level than about consumers. On the other hand, as for words derived differently in both nations, while there were ‘conflict’, ‘opposition’, ‘protection’, /solution’ in Korea, they were ‘living environment’, ‘residence’, ‘(service)quality’, ‘agency’ and so forth in Japan, showing that there had been many reports about conflicts between industries in Korea. Secondly, as a result of the centrality analysis, in case of Korea, values of the eigenvector centrality were higher for key words including ‘regulation’, ‘employment issue’, ‘solution and measure’, ‘win-win’ and in Japan those were higher for key words like ‘declaration and registration’, ‘new legislation’, ‘enforcement’and ‘operation’. It reveals that a main issue of an accommodation sharing service is industrial conflicts in Korea. Findings from the betweenness centrality analysis showed that ‘creation’, ‘concern’, ‘protection’, ‘conflict’, ‘resolution’ had higher values in Korea, and ‘profit and income’, service ‘quality’, ‘demand’, ‘living environment’ and ‘value added’ in Japan. It suggests that while industrial conflicts and related solutions have a great influence on an overall flow of discussion in Korea, comprehensive considerations about utility of users and nonusers are central to discussions in a Japanese society. Thirdly, as a result of the CONCOR analysis, Korea shed light on industrial issues about job insecurity, industrial protection, regulation adjustment, market issues about corporate competition, creation of value added and investment and issues about tourism effects from an accommodation sharing service, however, social-policy discussions about increase of individual consumers’utility were not much prevalent. On the contrary, in case of Japan, there were active discussions about individual utility including benefits and expectations of network participants, relations with and roles of suppliers and consumers as users and security of residents’living environments, showing that both nations have different social-policy focuses. Finally, as a result of the QAP analysis on networks which were composed of words selected based on a stake and utility of each nation’s market participants, it showed that both nations had a relatively lower correlation. Analytic findings above demonstrate while in Korea social discourse on the equity of market and industry is dominant with a focus on industrial conflicts rather than on individual consumers, in Japan discourse on utilization stability is dominant with a focus on the equity with users and residents.
