아시아 국가 간 노인복지의 국제적 연대동향과 과제- 중국 노인복지서비스 정책의 전개과정과 한중협력 가능성 탐색

한국은 노인장기요양보험 제도를 2008년 이후 시행하고 있으며, 중국은 고령화 사회의 장기요양 문제에 대비한 노인서비스 정책을 수립하고 제도화에 박차를 가하고 있다. 고령화는 국가 내의 문제이면서 동시에 국제적 협력과 노력을 요하는 인권문제라는 점에서 양국 간의 공동관심사와 협력을 요하는 부분임에 틀림없다. 따라서 노인서비스 문제를 해결하기 위한 아시아 지역의 국제적 교류 흐름에 착안하여 한국과 중국 간에 노인서비스 정책상의 국제적 협력 가능성을 인적자원개발 측면에서 탐색해 보았다. 노인서비스 제공인력의 자격제도의 상호인정체계 구축이나 인적자원개발에 있어서 앞선 노인요양제도를 운영하고 있는 한국의 교육적 지원 등 양국의 노인요양서비스 인력의 확보와 개발에 있어 국제적 협력 가능성이 있음을 발견하게 되었다. 또한 인적자원의 선순환적 교류를 통해 양국 간의 사회복지 발전의 협력자적 관계 형성이 가능함을 알게 되었다.
Abstract
Most Asian countries are facing up to problems of aging society or aged society such as caring for the elderly people, lacking of economically active man-power, low birth rate, low productivity and so on. In order to meet these problems every country establishes its own measures to anticipate such problems and lessen damages from them. Among those problems, ageing and aged care, especially in People's Republic of China, are addressed here from a perspective of international cooperation between Korea and China. In the case of Korea, the Long-Term Care Insurance System for the elderly has been implemented from 2008. China also tries to establish some social welfare institutions for the elderly to prepare exploding nursing care needs, along with the policies to narrow the gap between demand and supply. But the problem of ageing and aged care is not only a domestic problem within a country but also an international issue treated and solved through regional cooperations and endeavors among nation states. This article, therefore, attempted to find out possibilities of international cooperation to relation with the human resources development of specialized care workers in China and Korea, and of the man power exchanges between them. As a result, it shows that international cooperation is not only necessary but possible in the area of HRD of care workers in both countries, thus suggesting such institutional frameworks for cooperation as RQF(Regional Qualification Framework), and co-degree educational programs between universities of the two countries.
