미북 비핵화 협상에서 개인수준 영향과 정도 분석: 트럼프 대통령의 영향을 중심으로

초록

본 논문은 북한의 비핵화를 위한 미국과 북한의 협상에서 트럼프 대통령이라는 개인적 요소가 어느 정도로 영향을 끼쳤는지를 분석해보고자 하는 목적으로 작성하였다. 이를 위하여 국제체제, 국가, 개인이라는 국제정치의 세 가지 수준과 지도자의 의사결정에 관한 이론을 정리하여 소개하였고, 미국과 북한의 협상 진행 상황을 설명한 다음에, 트럼프 대통령이라는 개인수준 요소의 영향 여부와 그 정도를 평가하였다. 분석 결과, 북한과의 비핵화 협상 결정이나 싱가포르 회담에서의 합의는 트럼프 대통령의 독단으로 이루어졌고, 이로 인하여 북핵 폐기에 관한 충분한 양보를 얻어내지 못하였다. 하노이 회담에서 트럼프 대통령의 개인적 요소가 감소됨으로써 추가 양보는 하지 않았지만, 결국 협상을 통한 비핵화 노력은 중단되고 말았다. 트럼프 대통령이었기에 미북 정상회담이 가능했고, 동시에 트럼프 대통령이었기에 “완전한 비핵화”라는 기만적 약속에 연합훈련 축소 등의 양보를 하다가 하노이 회담의 결렬로 회담의 모멘텀을 상실한 것이다. 트럼프 대통령이라는 개인수준이 지나치게 작동된 결과이다. 이제 한국은 미국과의 적극적 협의를 통하여 지도자 개인수준의 영향이 한미동맹이나 북핵문제에 크게 미치지 않도록 예방할 필요가 있고, 국내적으로도 국제적 사안에 지도자의 개인적 요소가 개입하는 정도를 자제시킬 필요가 있다.

Abstract

This paper is written to analyze the individual-level influence of US President Donald J. Trump on the US’s denuclearization negotiations with North Korea. For this purpose, it revisits theories on the analysis level of international relations such as international system, nation and individual levels and decision making of the leaders. It explains the background and results of the Singapore and Hanoi summit meetings and analyses the degree of individual level influence of the President Trump in the negotiations with North Korea. This paper found that the President Trump’s individual level influence was decisive factor on the denuclearization summits and its results. The Singapore and Hanoi summits could not have happened, if the US President was not Donald J. Trump and he should be responsible for the unilateral yielding to North Korea in the Singapore Summit. This denuclearization negotiation of the US Trump Administration clearly demonstrated the bad results of an international negotiation, which were dominated by the individual level of international politics. South Korea needs to actively contact and coordinate with the new US Biden Administration in order to prevent the same error as President Trump. At the same time, it should try not to increase the individual level influence much on international issues such as North Korean denuclearization.
