Abstract
The Philippines and China began to cooperate in defense and military fields only after almost one generation of their diplomatic relations. In other words, their defense and military cooperation was a new starting point after the signing of 'the MOU on the Philippines-China Defense Cooperation' in 2004. Especially, the signing of MOU gave a probability to promote broader relations of them by providing the framework for defense and military cooperation between the Philippines and China. By the way, the problems are the fact that the higher plane process for the Philippines-China defense and military cooperation is faced in the harsh reality of international politics. So to speak, the Philippines-China defense and military cooperation is cumbersome to situate in the context of the Philippine- American security alliance and China-American strategic competition. Territorial issue of Spratly Islands in South China Sea and the Taiwan issue related to one China policy tests the viability for their defense and military cooperation. The latter problems are ‘Hard Security’ issues that the Philippines and China have to inevitably contend with in the future. However, the future prospects of the Philippines-China defense and military cooperation are not only seen in the pessimistic point of view. The ‘Soft Security’ issues in the non-traditional security area that are relatively less controversial and problematic such as international terrorism, maritime security, transnational crimes give a good opportunities to elevate the defense and military cooperation between the Philippines and China to a higher plane. When opportunities like this are utilized wisely by both countries, then the spec of cooperation would be widen towards the resolution of their bilateral conflicts in 'Hard Security' issues.
