Abstract

This study investigates the dynamics of influence competition between the United States and China focusing on their strategies targeting the Philippines within the context of the South China Sea dispute from 2010 to 2020, and assesses how shifts in Philippine foreign policy have shaped the reciprocal response strategies of both powers. As tensions escalated due to the South China Sea issue, both nations competitively strengthened their coalition with the Philippines, leading to direct confrontation. When the Philippines gradually shifted its response strategy—from reinforcing its alliance with the United States and filing a case with the Permanent Court of Arbitration to distancing itself from the United States while expanding engagement with China—the two powers perceived this change as a strategic opportunity/risk, prompting them to intensify efforts to counterbalance one another. Consequently, the Philippines became increasingly exposed to China's strategic pressure, and its strategic autonomy was constrained. This resulted in challenges for the United States in effectively leveraging its alliance, while China faced adverse side effects from its coercive actions. Ultimately, both countries entered a vicious cycle in which they had to mobilize more resources and exerted greater pressure to secure and expand their influence. By analyzing the pursuit of coalitions, the Philippines’ evolving responses, and the resulting outcomes, this study offers insights into the dilemma of great powers’ influence competition, the risks inherent in mutual counteractions, and the importance for non-great power states to maintain a consistent foreign policy stance.
