본 연구에서는 계속되고 있는 미국의 양적완화(QE)가 수출주도형 경제발전을 추구하고 있는 대만의 수출경쟁력에 미친 영향을 살펴보고 있다. 특히 미국의 QE가 타이완달러(TWD)의 환율, 대만과 미국간의 무역관계, 그리고 대만의 수출경쟁력에 미친 영향을 살펴보고 있다. 분석 대상기간은 2005년부터 2012년까지 8년간이며, 수출경쟁력 실증분석은 RCA, CAC, TSI를 활용하고 있다. RCA 분석결과, 대만은 미국의 QE에도 불구하고 전 품목군에서 RCA지수가 점차 개선되었으며, 미국 역시 QE실시 이후 점차적으로 RCA 지수값이 양호해지는 추세를 보였다. CAC지수 분석결과, QE이후 미국의 대대만 수출경쟁력은 크게 개선된 반면, 대만의 대미 수출경쟁력은 미국의 경우에 비해 저조한 경향을 보였다. TSI 분석 결과, QE실시 이후 미국의 TSI는 6개 품목에서는 개선된 것으로 나타난 반면, 대만의 TSI는 QE 실시 이후 수출특화품목이 감소되는 경향을 보였다. 이처럼 미국의 QE정책은 미국의 수출경쟁력에 (+)효과를 가져다 준 반면, 대만의 수출경쟁력에는 다소 부정적인 영향을 미친 것으로 분석되었다. 이는 미국의 경우 QE이후 미달러화의 환율인상으로 국제경쟁력이 향상된 결과로 풀이되며, 대만은 TWD-USD의 환율인하로 말미암아 미국시장에서 가격경쟁에서 빌린 결과로 해석될 수 있다. 그렇지만 대만은 미국의 QE로 수출전략에 어려움을 겪었음에도 불구하고 수출시장의 다각화, 수출품 품질개선 등 자구노력으로 국제수출경쟁력을 개선시켰다는 점은 아시아 신흥개도국에 의미있는 교훈을 주고 있다 하겠다.
Abstract
The purpose of this study is to analyze the impacts of the US quantitative easing(QE) which is going on since 2009 on the international competitive- ness of Taiwan that is pursuing export-driven economic development strategy. Especially, the economic effects of the quantitative easing on the exchange rate of New Taiwan Dollar(TWD), trade relations between Taiwan and USA, and export competitiveness of Taiwan are considered. The target period of analysis is 8 years from 2005 to 2012 and the index analysis methods such as TSI, RCA and CAC are used for empirical analysis about export competitiveness. As results of the analysis, it was identified that US quantitative easing has been positive on the US export competitiveness, while it affected negatively on the Taiwan's export competitiveness. The causes come from the results that international competitiveness was improved through a rise of the US Dollar exchange rate after US-quantitative easing in the United States, and that Taiwan's main export products lagged far behind the US products due to the reduction of New Taiwan Dollar exchange rate against US Dollar at the price competitiveness in the US market. However, Taiwan gives many Asian developing countries a meaningful lesson in the point that Taiwan improved their export competitiveness through intensive self-rescue efforts such as diversification of export markets, the quality improvement of export products, and so on, in spite of difficult economic situation due to US quantitative easing.
