한․아세안 FTA 이행에 따른 농산물 수입구조 변화 연구

본 연구에서는 한․아세안 FTA 발효 10주년을 맞아 FTA 이행과정에서의 농산물 교역 동향을 파악하고 회원국별 교역 구조변화를 살펴보았다. 그리고 이를 기초로 아세안산 농산물의 수입구조 변화 패턴을 분석하였다. 분석결과, 인도네시아, 태국, 말레이시아 등 일부 회원국에 편중되었던 농산물 수입선이 다른 회원국들로 확대되는 양상을 보였다. 특히, FTA 발효 전 전체 아세안산 농산물 수입액 중 5.5%에 불과했던 베트남산 농산물의 비중은 FTA 이행 후기(2012~2016년) 평균 16.5%로 상승했다. 대아세안 농산물 수출에서도 FTA 발효 전 인도네시아, 필리핀, 태국 등 일부 회원국에 집중되었던 수출선이 다른 회원국들로 확대되었다. 단, 대베트남으로의 농산물 수출이 크게 증가하여 수출선 다변화 효과를 다소 상쇄시켰다. 아세안 회원국별로의 농산물 수입구조 변화는 각각 다른 패턴을 보이고 있다. 대부분의 회원국으로부터의 수입증가는 무역창출 효과에 의한 것이었고, 필리핀, 베트남, 싱가포르로부터의 농산물 수입증가는 무역전환 효과에 의한 것으로 나타났다. 즉, 이들 회원국의 대세계 수출이 기타 여러 국가에서 한국으로 전환된 것으로 추정되었다.
Abstract
In the 10th anniversary of the implementation of the Korea-ASEAN FTA, the trade trends in agriculture were reviewed in this study and viewed changes in agricultural trade structure by member states. Based on this, it analyzed the changes in imported structure of imported agricultural products from ASEAN. The analysis showed that imports of agricultural products were expanded from Indonesia, Thailand and Malaysia to other member states. In particular, the proportion of agricultural products imported from Vietnam, which accounted for 5.5 percent of the total ASEAN imports before the effectuation of the FTA, rose to an average of 16.5 percent during 2012~2016. In aspect of export, Korea have expanded its export countries from Indonesia, Philippines, and Thailand to other member states. However, the expanding trends of export of agricultural products were offset because of the centralizing effect to Vietnam. Changes in agricultural imports by the member countries of the ASEAN are showing different patterns. Rising import quantity from most Member States were attributed to trade creation effects, while increasing agricultural imports from the Philippines, Vietnam and Singapore were attributed to trade diversion effects. In other words, it was estimated that the global export of these members was switched from various countries to South Korea.
