Abstract

Malaysia has actively pursued regional cooperation in securing national security and interest as a middle power located in-between super powers. The normalization of neutrality through regional cooperation has appeared to be a core element of Malaysia’s foreign policies. Neutrality has become a significant principle and norm of foreign policy and a foundation for regional leadership in dealing with various regional issues. The formation and practice of Malaysia’s foreign policy based on neutrality has also reflected the dynamics of domestic politics. Malay-Muslim majority has been one of the most considerable factors determining political development. In recent years of the political turmoil, diplomacy and foreign policy has been utilized as political tools for maintaining regime security. The article argues that Malaysia has pursued middlepowermanship by positioning itself in-between contending powers, values, and ideologies.
