초록

탈냉전기 이후 한일관계에서는 '국내정치적 요인의 변화에 기대했다 실망하는' 패턴의 반복은, 한일관계에 뿌리내린 갈등의 근원이 더 근본적인 것에 있는 것은 아닌지 생각하게 한다. 이러한 현상에 대한 파악을 바탕으로 본고에서 시도한 것은 한일 간의 해양 안보와 관련된 협력 방안에 대한 시론적인 모색이다. 영토문제를 포괄한 해양안보 문제는 한일관계 중에서도 문제의 성격상 특히 이견을 좁히기가 극히 어렵고, 다른 분야에서의 갈등이 더 큰 충돌로 전환되기 쉬운 문제이다. 이러한 문제의식에서 본고는 한일 양국 간의 양자적 해결이 쉽게 진전되지 않는 이유와, 협력을 가능하게 할 우회적인 방안을 이론적으로 검토해 보았다. 한일 양국의 해양 안보 문제는 궁극적으로 두 나라 사이의 문제이며, 이러한 문제를 해결하기 위해서는 물론 한일 양국의 지속적이고 끈질긴 외교 노력이 수반되어야 한다. 그러나 그와 동시에, 새로운 방향에서 협력의 가능성을 모색하고 이를 추진하는 일 또한 함께 진행되어야 한다. 이를 위해서는 아세안을 포괄하여 동아시아 지역 전체를 시야에 넣은 관점이 요구된다. 기술의 발전과 교류의 확대로 인해 동북아시아와 동남아시아 간의 거리가 좁혀지고 이전의 그 어느 때보다 한일 양국의 동남아시아와의 관계가 긴밀해지고 있는 오늘날, 두 나라가 아세안을 포괄하는 형태로 해양안보협력의 방안을 모색하고, 이를 통해 ’전략적 신뢰의 불균형‘을 보완할 수 있는 ’실무적 신뢰‘의 토대를 구축해 나갈 수 있다면, 이는 지향해야 할 긍정적인 방향일 것이다.

Abstract

After the post-Cold War period, Korea-Japan relations expected a change in domestic political factors The repetition of the 'disappointed' pattern makes us wonder if the root of the conflict rooted in Korea-Japan relations lies in something more fundamental. Based on the understanding of these phenomena, what this paper attempted is an poetic search for cooperation measures related to maritime security between Korea and Japan. The maritime security issue, which encompasses territorial issues, is extremely difficult to narrow differences among Korea-Japan relations, and as seen in the patrol case, conflicts in other areas are likely to turn into bigger conflicts. In this awareness of the problem, this paper theoretically reviewed the reasons why bilateral solutions between Korea and Japan are not easily progressing and indirect ways to enable cooperation. The maritime security issue between Korea and Japan is ultimately a matter between the two countries, and it must be accompanied by continuous and persistent diplomatic efforts by the two countries, of course, to solve this problem. At the same time, however, seeking the possibility of cooperation in a new direction and promoting it must also be carried out together. As the distance between Northeast and Southeast Asia is narrowing due to technological development and exchanges, and the relationship between Korea and Japan with Southeast Asia is closer than ever before, if the two countries can find ways to cooperate in maritime security and build a foundation for "practical trust" to compensate for the "strategic trust imbalance."
