지속적인 국가발전을 위한 부정부패 극복방안:조선왕조 성리학 근본주의 관점을 중심으로

최근 우리나라의 부패 인식지수가 5.3으로 세계 180개 국가 중에서 43위에 이르는 등 각종 비리와 부정부패가 상존하고 있음을 본다. 이러한 부정부패 극복과 지속적인 국가 발전 방안을 조선시대의 성리학의 근본주의 관점에서 찾고자 하였다. 조선을 건국한 사대부들은 성리학 근본주의를 국가의 통치이념으로 삼아, 국가권력을 3개의 세력이 상호 견제와 균형을 이루는 제도, 언로를 통한 권력자 견제, 암행어사제도를 통하여 부정부패를 상당수 근절하였다. 이러한 조선의 성리학근본주의를 근간으로 한 위민정치 실현의 대간제도, 어사제도, 언로의 활동모형을 우리 행정문화 속에서 현대행정모형에 맞게 혁신방안을 추진하고, 조직 내 권력을 상호견제하게 하며, 내부 감찰제도를 활성화하며, 대 민간 언론제도의 활성화를 방안을 마련하여 운영해나갈 것을 제시하였다. 이렇게 함으로서 공직자는 국민을 섬기는 위민정치로, 국민들은 주인의식 발현으로, 사회구성원은 자신의 임무를 자각하는 등 정명정신으로 회복될 때에 부정부패는 근본적으로 극복될 수 있을 것으로 기대하는 것이다.
Abstract
Korea has been so serious in terms of irregularities and corruption, which ranked 43 among 108 countries of the world. It is certain that this condition will be a barrier to nation's continuous development in various aspects. For this reason, this paper tries to find out a solution to quit corruptions in Sung confucianism, one of Chosun' political idealogies. There were many systems to nation's growth of Chosun based on Sung confucianism also these were evaluated to be quite effective. A royal secret comissioner, a informant offering gov't officials the public voice and an executive official to administrative control were merely instances. Study based on Sung confucianism of Chosun will be helpful to find out fundamental solution of corruption in many ways.
