한국형 공공부조 부정수급 방지모형: 영국의 부정수급조사국(BFI) 경험을 중심으로

2010년에 국민기초생활보장제도에 대한 부정수급액은 약 2,035억에 달하였다. 공공부조 부정수급사례의 증가는 사회복지에 대한 정부의 예산적 부담을 가중시키고 도덕적 해이를 만연시켜 공공부조제도의 최우선적인 가치가 되는 자활지원의 근간을 저해한다. 집행의 정확성은 공공부조제도가 건강하게 자리잡는데 있어 필요불가결한 요소이지만 우리나라의 경우 부정수급에 대한 대응이 아직 미흡하다. 본 논문은 아직 초창기에 있는 우리나라의 공공부조제도에서 나타나는 정책집행의 부정확성 증가라는 부정적인 추세에 제동을 걸고 나아가 부정수급 대응 전담조직의 설립 및 운영을 제고한다. 본 연구의 목적은영국의 BFI 제도 사례분석을 통하여 한국형 BFI 제도 도입의 타당성을 검토하고 영국의 경험을 토대로한국형 부정수급방지모형을 설계하는데 있다.
Abstract
Recently, benefit fraud has been increased rapidly in Korea. Considering that targeting in public policy is one of the most important factors, the fraud prevention is in need. As Great Britain had the similar problems regarding benefit fraud in the 1990s, Benefit Fraud Inspectorate(BFI) has been established. Based on the experiences of BFI, this study investigates the possibility of applying BFI to Korean welfare administration system and propose policy suggestions by designing the fraud prevention model of public benefit recipients in Korean context.
