Abstract
This study was conceived by the desire to fully understand and bring back the blueprints and functions of institutions that had been monopolized by their first designers and the ruling elites. The study set the following goals:First, the study aimed to examine the "Evolutionary Feedback" of "institutional design" and "institutionalization" in the "historical contexts" and "facts" of institutions including the building and changes of institutions and connections with the path dependence, creation, deviation and "delayed relations"Second, the study will finds its significance by analyzing the diverse functions and activities and basic law of the police system, map out the fingerprinting of its institutional genes, and thus visualize the changes and evolutionary relations of institutions. Third, the study set out to apply the structural methods and ideas of "physiology," "genetics," and "molecular biology" to the methodologies and theories of new institutionalism through the diversity of methodologies and the practice ideas, as well as reinforce their explanatory power. The findings confirmed that if institutional design had ‘intended consequence’ through institutionalization, it could lead to path creation as well as be implemented into self-reinforcement. On the other hand, the findings demonstrated that if unintended consequence did not coincide (negative) with profits of institutional designers and of the ruling elite, it went out into social selection or delay. In this process, ‘unwritten rules’ or ‘force of habit’ prevent combination and mutation of an institution. This is a 'p-gene' in the institution. In the past, many democratic institutions and human right-oriented genes were introduced into the institutions thanks to the unwinding of institutions from authoritarianism to democracy, but that does not mean that they would function as human right-oriented institutions right away. Institutional genes are functional ingredients. There is a need for wise supervisors that decode the "blueprints" of institutions. When the ideas respecting the values of human rights are rearranged and harmony with the formal and informal institutional genes, they can be inherited as institutionalized phenotypes.
