한국과 미국의 재난관리 제도변화 비교연구

대형재난과 같은 중대한 전환점(critical juncture)과 재난관리와 관련한 역사적 맥락(historical contexts)은 재난관리 제도의 형성과 발전을 가져오는 중요한 요인이다. 역사적 제도주의 이론에 기초하여 우리나라와 미국의 재난관리 제도변화 과정을 분석한 결과, 두 나라모두 대형 재난사고가 중대한 전환점이 되었고 당시의 역사적 맥락과 연계되어 제도의 변화가 있는 것으로 나타났다. 우리나라와 미국의 재난관리 제도변화 과정은 경로의존성을 따르고 있지만 그 양상은 다른 것으로 나타났다. 미국은 재난 발생을 계기로 과거의 문제점이 보완되는 변화과정을 보이고 있는 반면, 우리나라는경로의존성의 요인인 자기강화(Self-reinforcement) 현상이 더 강하게 작용하고 있어 제도변화의 비효율성이 초래되고 있는 것으로 나타났다. 즉 재난을 계기로 요구된 변화를 적극적으로 수용하기 보다는 이전의 제도와 유사한 형태의 제도들이 반복되거나 이전의 상태로 회귀함으로써 발전이 제약되고 있다. 대형 재난사고 발생은 새로운 조직 설치 등 제도변화로 이어지게 되는데 새로운 제도변화의 성공 여부는 제도변화의 제약으로 작용하는 경로의존성에 따른 자기강화현상을 극복하는 것이 중요하다.
Abstract
Historical contexts in relation to critical juncture like huge calamities and disaster management are vital factors that bring in the formation and development of disaster management system. Based on the historical institutionalism, an analysis was made on how Korean and American disaster management system changed and it showed that to both nations, huge calamities became vital turning points and that their system has changed in conjunction with its then historical context. Though both nations’ institutional change in disaster management system follows path dependence and yet with differing phases. While America shows a changing process complementing problems of the past using the occurrence of disasters, Korea sees inefficiency of institutional change due to the stronger action of self-reinforcement, a factor of path dependence. That is, rather than actively accepting the changes required during disasters, previous systems or ones with pattern similar to the are repeated or regressing to what they were, thus limiting development. The occurrence of huge calamities lead to institutional change such as installing new systems and etc. and if new institutional change will succeed or not vitally depends on overcoming the phenomenon of path dependence acting as a factor limiting institutional change.
