진보정부와 보수정부의 국정목표 비교연구: 노무현･이명박 대통령 취임사를 중심으로

Abstract

Thesis took the Roh Moo-hyun and Lee Myung-bak governments as the representative progressive and conservative governments of Korea as the research subjects, and compared and analyzed the goals of state affairs expressed in the inauguration speeches, especially focusing on the presidential inaugural address. Through this, the characteristics of the national goals of these governments were identified. As a result, the goals of state affairs expressed in their inauguration speeches contained seven goals for both presidents. That is, political goals, economic goals, social/welfare goals, science/technology/education goals, unification goals, diplomatic goals, and national defense/security goals. In addition, the inaugural address of President Roh Moo-hyun, a progressive government, consisted of a total of 139 sentences and 3,755 letters. The introduction consisted of 305 (8.12%) letters in 7 sentences. The body part consisted of 117 sentences with 3,130 (83.36%) of letters, and the conclusion part consisted of 15 sentences with 320 (8.52%) of letters. The inaugural address of President Lee Myung-bak of the conservative government consisted of a total of 248 sentences and 6,815 words. The introductory part consisted of 42 sentences with 1,038 (15.23%) of letters, the main body consisted of 215 sentences with 5,024 (73.72%) of letters, and the concluding part consisted of 29 sentences with 753 (11.05%) of letters. Looking at the most important state goals, progressive governments were analyzed for social and welfare goals, while conservative governments were analyzed for economic goals. In addition, the characteristic elements of the progressive government's state affairs goals analyzed through the inaugural address were political reform through public participation, tax improvement to narrow the gap between classes, promotion of a balanced development society based on reform and integration, and expansion of welfare policies. On the other hand, the characteristics of the conservative government's state affairs goals were small government, good work government, expansion of market opening, and preventive welfare rather than dispensary or ex post welfare.
