역대 정부와 윤석열 정부의 정부 혁신 비교 분석

본 연구는 윤석열 정부가 지향하는 국정 목표와 정부 혁신목표를 역대 정부와 비교하여 그 특징을 살펴보고, 향후 구체화되는 정부 혁신의 추진 기구나 전략설정에 시사점을 제공하는 데 그 목적이 있다. 이를 위하여 각 정부의 국정 목표와 정부 혁신목표에 대한 텍스트를 분석하고, 이를 정부혁신 이론의 관점에서 비교 분석하였다. 분석 결과, 역대 정부와 비교하여 윤석열 정부의 국정 목표의 특징은 ‘다시’, ‘회복’이라는 과거 어느 시기를 고려한 언어 사용, ‘도약’이라는 한 단계 더 높은 발전을 추구하는 용어, 그리고 ‘상식’을 특히 강조하는 것을 확인하였다. 역대 정부 중에서 이명박 정부와 국정 목표에서 유사한 용어의 사용이 두드러졌다. 한편, 행정혁신 이론의 관점에서 윤석열 정부는 신공공관리론적 요소가 강하게 나타났다. 특히, 정부와 시민사회와의 관계를 나타내는 용어가 확인되지 않는 것은 뉴 거버넌스와 신공공서비스론의 요소를 찾아보기 어렵게 만드는 요인으로 확인되었다. 향후 정부 혁신의 추진은 정부와 시민사회의 관계라는 측면에 집중할 필요가 있으며, 함축적 언어로 표현된 국정 목표에 대한 공무원의 이해도를 제고하고, 행정 내부의 효율성 확보를 위한 구체적인 전략이 필요하다는 시사점을 도출하였다.
Abstract
The purpose of this study is to compare the government objectives and innovation goals pursued by the Yun Seok-Yeol administration and with those of previous governments. The study examines their characteristics and provide implications for the establishment of government innovation promotion mechanisms and strategies that will be materialized in the future. As a result of the analysis, the characteristics of the government objectives of the Yun Seok-Yeol administration with comparison to the previous governments were the use of language considering a certain time in the past, such as 'again' and 'recovery', the term 'leap' to pursue further development, and 'common sense'. were confirmed to be particularly emphasized. Among the previous governments, the Lee Myung-Bak administration’s use of similar terms in national goals stood out. On the other hand, from the perspective of administrative innovation theory, the Yoon Seok-Yeol administration showed strong elements of the New Public Management theory. In particular, the lack of confirmation of terms representing the relationship between the government and civil society made it difficult to find the elements of new governance and new public service theory. Some implications were generated, such as; it is necessary to focus on the aspect of the relationship between the government and civil society in setting the direction for promoting government innovation in the future, and it is also necessary to increase public officials' understanding of the government goals expressed in implicit language, and a specific strategy is needed to secure internal administrative efficiency.
