이 논문은 조선 시대 암행어사의 역할과 특징을 포괄적으로 살펴보고 행정사적 의미가 무엇인지 알아보는데 목적을 두었다. 이론적 배경에서 암행어사는 왕이 업무를 관할했으며 지방 통제력을 강화하는 수단이었다. 지방 관원은 암행어사를 두려워했고 백성은 암행어사에게 민원을 해소해달라고 했다. 선행연구는 제도와 역할, 수령 처벌, 역임 인물로 구분했으며 조선왕조실록에서 나타난 암행어사의 모습을 다섯 가지로 나타났다. 그 결과 암행어사는 지방관의 비리 적발, 지역 실태 파악, 외적 대응책 마련, 경제 상황 보고와 민심을 수습했으며 때에 따라서는 스스로 문제를 일으키거나 조정에서 잘못 임명하기도 했다. 현재 한국 정부에서 암행어사의 행정사적 의미를 구현하는 곳은 감사원, 대검찰청, 국민권익위원회가 있으며 고위공직자범죄수사처와 대통령비서실 조직이 일정 부분 해당된다. 현재 한국 정부나 행정은 조선 시대 암행어사의 취지를 본받아 조직이나 행위의 상징성을 부여하고 있으며 역사적 연원을 암행어사로부터 찾고 있다는 점을 일정 부분 확인할 수 있었다. 또한 과거 암행어사가 감찰만이 아니라 정책을 제안하고 선행을 발굴하는 역할도 했기에 정부도 이 부분을 적극 본받을 필요가 있다.
Abstract
The purpose of this paper is to comprehensively examine the role and characteristics of secret royal inspectors during the Joseon Dynasty and find out what their meaning is in administrative history. In theoretical background, the secret royal inspector was in charge of the king's affairs from beginning to end and was a means of strengthening local control. Local officials feared secret envoys and tried to resolve the public complaints. Previous research was organized into systems and roles, punishments for leaders, and experienced inspectors. And the feature of secret royal inspectors in the Annals of the Joseon Dynasty were examined in five categories. As a result, secret royal inspectors mainly uncovered corruption by local officials, identified local conditions, prepared external countermeasures, reported on the economic situation and resolved public sentiment. They also caused problems themselves or were wrongly appointed by the government. Accordingly, the places that embody the administrative meaning of secret royal inspectors include the Board of Audit and Inspection of Korea, the Supreme Prosecutors' Office, the Anti-Corruption and Civil Rights Commission, and Corruption Investigation Office for High-ranking Officials and the Presidential Secretariat can be seen to be applicable to some extent. It has been confirmed to some extent that the current Korean government or administration is imitating the purpose of the secret royal inspectors of the Joseon Dynasty and is giving symbolism to organizations or actions, and is seeking historical origins from the secret royal inspectors. In addition, secret royal inspectors played the role of not only inspecting but also proposing policies and discovering good deeds, so the government needs to actively follow suit.
