Abstract
This study examines the evolution of Korea's civil servant training system, highlighting the urgent need to strengthen the core competencies of civil servants to address the rapidly changing administrative environment and diverse public demands, driven by the introduction of AI. Based on this, this study proposes effective training improvements to enhance civil servant competency. To achieve this, we meticulously reviewed and analyzed various laws, relevant literature, and interviews with civil servants. The findings are as follows: First, to enhance the practicality of training, it is necessary to utilize civil servants with diverse knowledge and experience as instructors. Second, to enhance learning effectiveness, separate specialization courses for general administrative and science and technology civil servants should be offered, tailored to their respective job roles: engineering and technology specialization courses and management and policy specialization courses. Third, to enhance the transferability of training, internal forums should be used to share application examples of learning content and a regular mentoring system should be established to ensure appropriate feedback. Fourth, while innovative teaching methods such as problem-based learning are necessary, they should be implemented with consideration for the objectives and content of the training and the characteristics of the trainees. Fifth, policymakers need to view education and training not simply as a process of acquiring job-related knowledge, but as a concept of reinvestment in public service, viewing civil servants as human resources. This study is significant in that it analyzes the evolution of civil servant education and training in relation to the political and social environments of each period, thereby enhancing understanding of the process and suggesting practical solutions accordingly. However, the arbitrary periodization remains a limitation of this study. Future research should expand the scope of this study by linking education and training with other areas such as adult lifelong education and professional continuing education.
