본 연구의 목적은 1970년대부터 본격적으로 진행되어 온 새마을운동에 대한 역사적 전개 과정을 살펴보고, 정책과제를 모색한다. 연구 방법은 문헌 자료를 분석하였고, 연구 범위는 시계열적으로 다섯 단계로 구분하였다. 도입 단계(1970년~1973년)는 정부가 새마을운동의 기반을 다지는 단계로서 환경개선 사업, 소득 증대 사업 및 의식개혁 사업에 역점을 두고 있으며, 성장단계(1974년~1979년)는 정부가 초기 단계의 새마을사업을 효율적으로 추진하기 위하여 민간의 자율적 참여를 적극적으로 유도한 시기이다. 체제 정비 단계(1980년~1989년)는 새마을운동이 민･관의 공동 노력을 통하여 국민 운동으로 승화시키게 되었고, 자율단계(1990년~1999년)는 새마을운동이 민간 차원의 자율적인 봉사조직으로서 자리 잡게 되었다. 확산 단계(2000년~현재)는 함께 잘 사는 공동체 사회를 만들고, 새마을 세계화를 통하여 저개발국가의 원조모델로서 국제사회에서 한국의 위상을 높이게 되었다. 향후 새마을운동은 시대적･사회적 환경에 대응하고, 새마을운동에 대한 자료･정보에 대한 체계적 관리가 이루어져야 하고, 4차산업혁명과 새마을운동의 연계시스템을 구축하고, 새마을운동 세계화와 ODA 차별화 전략을 갖추어야 한다.
Abstract
This study is to analysis the historical development process and direction of Saemaul Undong, which has been in full swing since the 1970s, and to explore the problems and directions of Saemaul Undong. Literature data were analyzed for the research method, and the scope of analysis was set in five stages in a time series. The introductory stage (1970∼1973) is when the government lays the foundation for the Saemaul Undong, focusing on environmental improvement projects, income increase projects, and consciousness reform projects. The growth stage (1974∼1979) is when the government actively encouraged the private sector to participate autonomously in order to efficiently promote the Saemaul Undong project in the early stages. In the system improvement stage (1980∼1989), the Saemaul Undong was sublimated into a national movement through joint public-private efforts, and in the autonomous stage (1990∼1999), the Saemaul Undong was established as an autonomous volunteer organization at the private level. The proliferation stage (2000∼present) created a community that lived well together and raised Korea's status in the international community as an aid model for underdeveloped countries through the globalization of Saemaul. In the future, Saemaul Undong should respond to the periodic and social environment, systematically manage data and information on Saemaul Undong, establish a linkage system between the 4th Industrial Revolution and Saemaul Undong, and establish a strategy to globalize Saemaul Undong and differentiate ODA.
