대한체육회 통합 과정 분석과 통합 이후 제언

이 연구는 공공 스포츠 단체의 행정 및 정책의 효율화라는 긍정적인 기대효과를 가지고 2016년 출범하여 10년이 다 되어가는 시점에서 역사적 관점에서 통합체육회의 여러 한계점을 분석제언하여 향후 통합체육회의 운영에 도움을 주고자 기획하였다. 그 결과 통합체육회 운영의 나아갈 방향을 다음과 같이 제언하였다. 통합체육회는 전문체육과 생활체육의 역할 모순과 상충으로 조직 이기주의가 팽배하는 모순을 낳게 하였다. 이를 개선하기 위해서는 조직문화 융합을 위한 원활한 조직커뮤니케이션과 구성원들에게 조직의 미션 및 비전을 인식하는 전략이 요구된다. 체육회의 통합에 타율적 측면이 강해 표면상으로는 통합 되었지만, 내용상으로는 완벽하지 못한 통합으로 단절된 조직구조로 나타나게 되었다. 이를 개선하기 위해서는 구성원들에게 전문체육 부서와 생활체육 부서간에 특별한 경우를 제외하고는 순환 근무 형태로 운영하는 것을 제안한다. 통합체육회는 전문체육의 엘리트중심에서 생활체육기반의 효율적인 선진형 스포츠시스템 구축을 꾀하여야 한다. 특히 인력 및 예산 등을 적시적소에 배분하는 유연한 운영이 요구된다. 통합 대한체육회 산하의 많은 회원종목단체, 시･도체육회 및 시･군･구체육회의 선진화된 운영이 필요하다. 마지막으로 통합체육회의 선진화된 선거시스템 마련과 전문성 인사의 선출을 위한 자격제한, 사회적 문제 인사의 출마 제한 등 다른 조직보다 좀 더 강화된 선거 시스템을 마련하여 운영해야 한다.
Abstract
This study analyzed and addressed the limitations of the Integrated Sports Council, launched in 2016, to assist in its future operation. As a result, the following recommendations were made for the future direction of the Integrated Sports Council: The Integrated Sports Council requires smooth organizational communication to foster organizational culture integration and strategies to ensure members understand the organization’s mission and vision. The Integrated Sports Council proposes a rotational structure between the professional and recreational sports departments, except in special circumstances. The Integrated Sports Council should strive to build an efficient, advanced sports system based on recreational sports, shifting from a focus on elite professional sports to one focused on recreational sports. Advanced management of the numerous organizations under the Integrated Sports Council is necessary. Finally, the Integrated Sports Council needs to establish an advanced election system and strengthen its selection of professional personnel.
