Abstract
This study aims to analyze the 100-year evolution of the Korea Sports Council from the perspective of historical institutionalism, with a particular focus on institutional layering. Unlike previous research that mainly described historical events or policy changes, this study seeks to identify the mechanisms of change through a theoretical framework. The analysis is based on the full series of archival materials published in 100 Years of Korean Sports (E-Book) by the Korea Sports Council, along with relevant primary sources and official documents. The Council’s historical trajectory is divided into three periods: the Founding period (before 1945), the Development period (1945–1990s), and the Reorganization period (2000s–2020s). Major institutional changes in each period are classified and interpreted according to organizational, functional, and normative layers. The findings show that the Council’s path of change was dominated not by large-scale ruptures but by incremental adaptation through institutional layering, in which new elements were repeatedly added while maintaining the core framework of the existing system. In the Founding period, the national sports foundation was strengthened with the addition of a nationwide network and local branches. The Development period introduced functional layers such as the adoption of international standards, legal stabilization, and the capacity to host major international events. In the Reorganization period, the dual structure of elite and recreational sports was integrated, and normative layers—ethics, human rights, transparency, and gender equality—were reinforced. While such layering enhanced the Council’s stability and adaptability, it has not fully addressed persistent structural issues. This study confirms that institutional layering can serve as an effective pathway for the long-term survival and environmental adaptation of organizations and policies. For the future development of the Korea Sports Council, it is necessary to strengthen the management and coordination of layered areas and functions, ensure the effective implementation of normative elements such as human rights, and promote a balanced relationship between central and local governance. These implications are applicable not only to sports administration but also to the institutional design and operation of public and private organizations with similar characteristics.
