본 연구의 목적은 Q 방법론을 통하여 북한이탈주민(새터민)들이 가지고 있는 남북관계 및 통일에 관한 자결적 주관성(自決的 主觀性)을 살펴보고 그 분석결과를 바탕으로 남북한 동질성 회복을 위한 방향을 제시하는데 있다. 새터민들의 시각은 현실적 외교주의, 협력을 통한 체제전환주의, 실용적 민족주의, 전통적 현실주의, 외세간섭수동주의, 경제협력우선주의 등으로 크게 대변할 수 있고 이는 그동안의 인식과 비교하여 차이점과 공통점을 동시에 공유하고 있다. 현재 북한이탈주민 관련 국내적으로 해결해야 될 과제는 사회적 환경변화에 따른 심리적 부적응문제를 포함하여 장기적 생활안정, 사회적응훈련, 정책지원제도개선, 가족간의 역할문제해결 등 다양하다. 남북한 가치체계에 대한 인식은 구조적이거나 역사적 요인에서 파생된 것이 많은 관계로 단순히 법과 제도의 개선으로 달성될 수 없다는데 문제의 핵심이 있다. 새로운 가치와 삶의 형태를 반영할 수 있는 문화적 통합이 선진화된 미래 통일한국을 약속하는 정치문화의 토양구축과 남북한 동질성 회복을 위한 지름길이다.
Abstract
A primary purpose of this inquiry is to propose a direction to restore South-North Korean homogeneity through the analysis of Q methodology on the North Koreans’ self-reflective views of the inter-Korean relations and national unification. North Korean refugees have shared views on the diplomatic realism, system change with cooperation, pragmatic nationalism, traditional realism, passive interventionism, and priority on economic cooperation with a variety of commonalities and differences. Tasks needed to resolve include the long-term security of living with psychological feelings of safety, social adaptation training, refinement of policy supporting system, and resolution of the family role problem. The main problem on the cognition of the values system between two Koreas is that causes are not just legal and institutional matters, but systematic and historical effects. The best alternative is to have cultural integration reflected with new values and living styles for the advanced unified Korea and restoration of South-North Korean homogeneity.
