Abstract
To serve the community and the citizens by getting rid of the authoritative image of the past, our police has been attempting many innovative programs toward community oriented policing. Decades of struggle and hostility between the police and citizens especially after the recent initiation of the centralized patrol system, however, raises questions about the effectiveness of police endeavors for community oriented policing. For successful implementation of community oriented policing, it is essential for street level police officers to accept the paradigm that the most successful community based crime prevention is possible through problem solving efforts based on the partnership between the police and the citizens. Based on theory and previous research on community oriented policing, this study investigated the effect of demographics, job attitudes, organizational environment, and community environment on supportive attitudes and field activities of community oriented policing among 737 police officers in 20 centralized patrol bureaus of 4 police stations in Seoul. The result revealed that years of service and level of education among demographics were significantly associated with service oriented attitudes. As well, worthwhileness among job motivation was positively associated with service oriented attitudes, problem oriented attitudes, and service activities in communities. In addition, among variables in organizational environment, satisfaction with supervisors, equity aspect of job reward were positively associated with problem oriented attitudes, while organizational pressure for traditional achievement such as arrests and traffic tickets were negatively associated with service activities of officers. Policy implications were discussed based on these findings.
