Abstract

The purpose of this study is to examine the key elements of the prevention/preparation stage among counter-terrorism activities in the 「Basic Guidelines for National Crisis Management」 and a crisis management approach for practitioners of the police, maritime police, military, and fire fighting organizations. The implications and implications derived based on the results of this study are as follows. First, in the light of new and diverse patterns of terrorism, the importance of prevention and preparation steps in counter-terrorism activities has increased, but since there is a difference in perceptions according to their duties, continuing education on the awareness of counter-terrorism by the police and fire departments with low level of awareness is strengthened. Will have to do it. Second, in the prevention stage, it appears that it is important to identify terrorism diagnosis and risk factors in advance. It should be reflected in the preparation of guidelines or manuals. Third, in the preparation stage, major factors for all activities in order to improve counter-terrorism capabilities are necessary, and continuous maintenance will be important. However, in the case of education and training, and securing resources, professional college graduates appear to have a peculiarity when it comes to education, and in the case of affiliation, the police show lower awareness than other affiliations. Therefore, from a management level, it is necessary to consider strengthening the capacity to improve counter-terrorism capabilities.
