독일 대학의 최근 구조개혁에 관한 비판적 고찰

본고는 2000년대 이후 독일대학의 구조개혁을 체제개혁, 학제개혁, 인사개혁, 재정개혁이라는 범주로 세분하여 초일류대학의 육성방안, 새로운 학위제도, 주니어 교수제, 학생등록금제 등의 내용을 중심으로 비판적으로 고찰한 후 향후 전개방향을 탐색하는 데 그 목적이 있다. 무엇보다도 비판의 잣대가 될 수 있는 것은 근대대학의 태동으로 볼 수 있는 훔볼트의 대학이념이다. 변화된 시대와 사회에서 그 자체가 비판의 대상이 될 수 있지만 고독과 자유의 가치존중, 교수(Lehre)와 연구의 통일, 교수 중심의 대학자치, 대학교육에 대한 국가의 책무성, 직업이전의 학문교육 등의 이념은 갈수록 대학교육의 이상에서 멀어져 가는 최근의 독일 대학개혁정책에 반성의 계기를 줄 수 있을 것이다. 신자유주의적 기치에 따른 대학의 경쟁력 강화, 수월성의 추구의 이념을 일정부분 인정하면서도 우려가 되는 것은 최근 대학개혁의 급진적 세계화, 정확히 말하여 미국화 경향이다. 독일 대학개혁의 성공은 좀 더 지켜보아야 하겠지만 현재로선 개혁으로 인한 교수, 학생, 단위대학의 ‘생활세계의 파괴’를 목도할 수 있을 뿐이다.
Abstract
The purpose of this paper was to examine the current reformation of german universities critically in order to seek its possibilities and remits regarding Humboldt's ideal of the university. The statistical data show that the german universities are suffering from the increasing number of students, the shortage of teaching staffs, the increasing rate of student's drop out and unemployment and critical financial problems in higher education. The reformation of german universities began with these problems and reform drives such as european 'Bologna Prozess' and globalization. The paper explored the structural reformation - university system, study and curriculum, personal, finance reformation - focused on national policies of superior universities, Bachelor-Master system, Junior Professor and the financial reformation through student's fees. The case of Germany makes it clear that the reformation policy of higher education for global standards should be regarded as national survival strategies for the future. Such values as excellence, efficiency, responsibility and equity play an important role in the global reformation of universities. Nevertheless we should not forget positive sides of german university traditions such as solitude and academic freedom, unity of teaching and research, autonomy based on professor's will, national accountability for universities and academic 'Bildung' instead of vocational training. Unfortunately we see recently the "destruction of life-world" in german universities, professors and students. On the base of excellence, efficiency, responsibility and equity we should try to harmonize positive sides of german systems such as self-regulated academic plans of students, productive dialogs between another disciplines and the binding academic studies with the profession.
