인권과 경찰활동: 조직 및 환경적 영향요인을 중심으로

본 연구는 종래 국가인권위원회에서 조사되었던 일선경찰관에 대한 설문조사결과 중 일부를 재분석하였다. 특히 경찰서 내 수사부서와 지구대간의 차이, 경찰서간 급지의 차이에 주목하여 일선경찰관의 인권의식을 단순히 개인적인 차원이 아니라 조직 및 환경적 요인에서 분석하고자 하였다. 또한 이러한 분석에 선행하여 경찰활동과 인권간의 관계, 지역사회경찰활동과 인권간의 관계 등을 이론적으로 살펴봄으로써 분석의 기초로 삼았다. 분석결과 급지간 차이도 몇몇 경우에 발견할 수 있었지만, 수사부서와 지구대간의 차이가 상대적으로 더 많음을 발견할 수 있었으며, 이는 우리나라 경찰 조직행태분야에 관한 연구에서도 좀 더 조직내 하위문화에 관심을 가져야 함을 시사한다.
Abstract
This study reanalyzes the part of survey result from the Human Rights Commission Report, "The Development of Human Rights Index in Korean National Police Agency" published in December 2007. In particular, this study focuses on the effects of organizational(detective vs. patrol) and environmental(city vs. country) factors which has been ignored in Korean policing context due to the national police system. As for a theoretical framework, the relationship between human rights and policing including Community Oriented Policing was used . The results of reanalysis in this study show that organizational factors have somewhat more statistically significant effects on the behavior of the police officer towards the human rights than environmental ones. Future study of policing in Korea needs to give more attention to organizational aspects than the past.
