이 연구의 목적은 경찰조직 내의 어떤 요인들이 경찰관의 인권의식에 유의한 영향을 미치는지를 실증적으로 분석한 후, 분석 결과에 기초하여 경찰관 인권의식의 증진방안을 제시하는 것이다. 이 연구의 데이터를 수집하기 위하여 대전지방경찰청의 6개 경찰서에 소속되어 있는 지구대ㆍ파출소 중에서 12개 지구대ㆍ파출소에 219부의 설문지를 배포한 후 209부를 회수하였다. 통제변수와 독립변수를 함께 투입하여 중다회귀분석을 한 결과, 인권교육(β=.410), 경찰관의 자아 존중감(β=.285), 인권 존중적 경찰활동(β=.181)의 3개 변수가 경찰관 인권의식에 통계적으로 유의한 정(+)의 영향을 미치는 것으로 나타났다. 분석 결과는 경찰관 인권교육을 강화할수록, 경찰관의 자아 존중감을 증진시킬수록, 그리고 인권 존중적 경찰활동을 실시할수록 경찰관의 인권의식 수준이 향상된다는 것을 보여 준다. 인권 친화적 경찰활동은 경찰로 하여금 시민의 신뢰를 받도록 할 것이고, 이러한 시민의 경찰 신뢰는 시민들로 하여금 경찰조직의 각종 정책들을 진정으로 수용하고, 법률들을 성실하게 준수하도록 만들 것이다. 경찰 관리자들은 범죄예방에서부터 범죄진압, 범죄수사에 이르기까지 경찰활동에서 인권침해의 가능성을 면밀하게 검토한 후에, 경찰관 인권교육의 내실화, 경찰관 자아 존중감의 증진, 인권 존중적 경찰활동의 강화, 인권 친화적 조직 분위기 형성 등 필요한 조치를 취해야 할 것이다.
Abstract
The purpose of this study is to analyze empirically the factors in the police organization that have a significant effect statistically on the perceived human rights of police officers, and then to suggest the measures for promoting the perceived human rights based on the analysis results. To collect the data of this study, 219 questionnaires were distributed to 12 districts of 6 police stations belonging to Daejeon Provincial Police Agency, and 209 questionnaires were returned and analyzed. The results of the multiple regression analysis indicate that three variables of human rights education(β=.410), police officer’s self-esteem(β=.285), and police activities for respecting human rights(β=.181) have a statistically significant effect on the perceived human rights of police officers. In other words, the results show that if police officers are educated more about human rights, the police departments do more activities for protecting the human rights, the level of self-esteem of police officers is higher, police officers will have the perception to respect citizens’ human rights more actively.
