Abstract

The current reform strategy of North Korea could be summarized as “Practical (Silli) Socialism,” although North Korea is not manifesting it officially. Practical Socialism means a way to seek the best practicality, while keeping socialist principles. “7‧1 Measure” is a good example representing the Practical Socialism. In a strict sense, however, it, as a transitional stage to seek both change as ‘practicality’ and constancy as ‘socialism,’ does not mean process for system transformation, but means ‘reform within system.’ To advance toward system transformation beyond the present level, Practical Socialism should be developed into the overall system-reform strategy. Above all, the weight of the dual strategy, Practical Socialism, should move more into ‘practicality.’ It, also, should be enlarged into political area from the present economy-centered reform. The Party should strengthen political reform to reduce its function into political and ideological control, and elite supplement from overall leading function. In terms of economic area, it should invest plenary power in the government, which is relatively more sensitive of economic efficiency. Also, the flexible management of Juche ideology should be followed in order to correspond with change of the political and economical base. Abstracting Juche ideology highly into nominal thought, the ruling and controlling power of it should be lessened.
