통일한국 적정 군사력 추계와 남북한 군비통제 함의

최근 남북한 관계 변화에 따라 평화체제 논의가 제기된다. 평화체제 논의는 군비통제로 연계되는데 이는 통일한국 시기 군사력 청사진을 마련해야 가능하다. 미래에 요구되는 적정 군사력을 제시해야 과도기적으로 이행될 남북한 군비통제와 군사통합을 구체적으로 논의할 수 있다. 따라서 본 연구는 통일한국 정적 군사력을 제시했다. 군사력 추계를 위해 다양한 조건을 분석했다. 전략적 환경을 구성하는 안보위협과 군사력 건설 기반 요건인 경제력, 국가 규모 등이 포함했다. 또한 사례 비교를 위해 조건과 유사한 비교 국가를 선별해 미래 환경 전망에 적용했다. 불확실한 미래를 효과적으로 전망하기 위해 그동안 추진해 오던 국방개혁 추세를 확인해 향후 변화를 전망하는 점증모형도 반영했다. 또한, 잠정적 통합 대상인 북한 군사력 수준과 통합 가능성을 검토했다. 이어서 최근 남북한 당국이 합의한 군사 분야 합의사항을 바탕으로 향후 추진할 군비통제 함의를 도출했다.
Abstract
A Discussion on the peace regime has been raised due to the recent changes in inter-Korean relations. The peace regime debate is related to arms control, and it is possible to go on to the issue via military forces proved as a blueprint in a future unified Korea. Only when it presents the appropriate military force required in the future can it be discussed specifically for inter-Korean military control and military integration that will be implemented in the interim period. Therefore, this research has concentrated on United Korea’s appropriate military force. Many conditions are analyzed to estimate military strength. Also the study includes the economic power, and national scale, which are the requirements for building military forces and strategic environment. In addition, I have sorted out to countries on the similar condition with comparison. I have applied to the incremental model to confirm the trend of defense reform so far. Both North Korea’s potential military strength level and the possibility to integration are reviewed as well. Finally, the study drew forward a future arms control resolution based on a recent military-sector agreement between the two Koreas.
