남북 군사통합은 민족공동체 통일방안 또는 남북통합 계획과 연계되어야 하며, 자주적 해결원칙과 무력불사용의 원칙, 그리고 통일된 자유민주 체제의 대한민국은 세계평화와 역내 안정에 기여한다는 원칙이 준수될 것이다. 이러한 원칙을 준수하면서 정부의 정책과 연계되어 추진될 한국군 주도의 합의에 의한 군사통합은 급변한 북한의 요구와 순응에 따라 자주적, 국제적, 민족적, 평화적 원칙 하에 이루어질 것이다. 이를 전제로 준비하고 추진할 단계별 방향을 도출하고 제시하는 것이 본 연구의 목적이고 목표이다. 본 연구는 통시적, 공시적 관점에서의 해외의 군사통합 사례를 연구하고 한반도에 적합하고 효과적인 군사통합 방안을 도출하여 기존 연구들보다 창의적이고 구체화된 군사통합 방안을 제시하였다. 제시된 군사통합 방안은 남북관계의 진전에 따라 현실화될 경우에 정책적, 전략적 추진방안에 크게 기여될 것이다. 본 연구에서는 정부의 통일방안과 단계를 준수하여 연계성있도록 하는 차원에서 남북 군사통합 방안을 공존, 흡수, 완성의 3단계로 구분하였다. 군사통합 제1단계 공존은 현 체제를 그대로 유지하면서 군사통합을 위한 여건을 조성하는 것이며, 제2단계 흡수는 군사통합을 이행하는 단계로서 준비, 인수, 편입 등 군사통합 완성을 위한 과도기적 조치를 취하는 것이고, 제3단계 통합의 완성은 내외적 통합을 완성하여 군사대비 태세를 완비하는 것이다. 우리에게 남북통일과 군사통합은 어느날 갑자기 일어날 수 있다. 항시 준비하고 역량을 비축하며 전략적 환경과 여건조성을 통해 기회가 오도록 또는 오는 기회를 잡을 수 있어야 할 것이다.
Abstract
Military integration between the two Koreas should be linked to the national community unification plan or the inter-Korean integration plan, and independent, international, ethnic, and peaceful principles will be observed for changes in North Korea. The purpose and goal of this study is to derive and present step-by-step policies and strategic measures to be prepared and promoted on the premise of this. We intend to study overseas cases from a synchronic and public perspective and derive a suitable and effective military integration plan for the Korean Peninsula and present them more creatively and concretely than existing studies. If the proposed military integration plan becomes a reality according to the progress of inter-Korean relations, it will greatly contribute to the policy and strategic implementation plan. This study divided the inter-Korean military integration plan into three stages: coexistence, absorption, and completion. Particularly, What we have to do (Shall), what should be done (Should), and what should be done (May) were presented as reference for planning and implementation. For us, inter-Korean unification and military integration can happen suddenly one day. It should always be able to prepare, stock up on capabilities, and seize opportunities to come or come through strategic environments and dryness.
