북한 핵 개발의 동학과 북미 간 전략 비교 - 오바마 1기, 2기를 중심으로

초록

북한 핵 개발과 관련된 북한의 공간문헌과 미국의 발표문 분석을 통해, 북한은 ‘균형에 기초한 대화와 방패전략’을 사용하여, 사회주의 체제를 유지하고, 한반도 평화체제를 구축하며 이 바탕위에 경제를 발전시켜 주민들의 생활수준을 향상시키고자 했음을 확인할 수 있었다. 이러한 북한의 핵 개발전략에 대응하여 미국은 ‘패권에 기초한 대화와 압박전략’을 활용하여, 북한 핵이 확산되는 것을 차단하고, 한국, 일본 등 동맹국을 보호하며, 장기적으로 한반도 비핵화와 북한의 정상국가화를 실현하고자 했다. 2016년 5월 현재, 북한과 미국 모두 궁극적인 전략목표달성에는 실패했지만, 북한은 핵 능력의 고도화와 제도화를 바탕으로 내부단결을 강화시켰으며, 김정은 정권 및 사회주의 체제의 유지 강화라는 당면목표를 달성했다. 그리고, 미국을 외교협상으로 이끌어 낼 수 있는 전략 수단을 더욱 공고히 했다. 미국 또한 확장억지(맞춤형 억지), 단독제재, PSI, 유엔 안보리 제재를 기반으로 하여 북한의 핵 확산을 차단하고, 동맹국 한국과 일본을 보호할 수 있는 토대를 형성했다. 이러한 구조에서 북핵문제가 해결되기 위해서는, 우선 북한이 방패를 거두고 대화에 나올 수 있도록 국제적 환경이 형성되어야 한다.

Abstract

The main purpose of this academic paper is to find out the ultimate goal of North Korean nuclear weapon development and to understand the response of the 1st and 2nd terms of Obama administration through international politics theoretical analysis. At the end of the research, I could conclude that North Korea authority adopted the the strategy of dialogue and shield based on the political power balance and the Obama administration used the smart power strategy based on the hegemonic power. Even though both North Korea and the United States could not accomplish all goals, they have obtained partial aims they have set publicly. In conclusion, in order to make the Korean peninsula denuclearized area, the United States and its allies including South Korea need to make more peaceful environment to have North Korea sincerely give up its nuclear weapons and nuclear programs.
