북한의 비핵화 추구 전략과 북미관계의 전개

2007년 2.13 합의에도 불구하고 최근 북핵문제는 교착상태에 빠져있다. 본논문은 북한의 대미 핵전략과 6자회담에서 전술 등을 분석하며 나아가 한미 양국의 대응방안을 검토할 목적으로 작성되었다. 결론적으로 말하면, 북한은 완전하고 즉각적인 비핵화 보다는 부분적· 궁극적 비핵화를 추구하고 있는 것으로 판단되며 이를 위해 6자회담 분열 전술과 특히 한국의 고립화를 추구하고 있는 것으로 여겨진다. 따라서 한미 양국은 6자회담의 결속력을 유지하면서 핵프로그램의 성실한 신고 외에 다른 대안이 없음을 설득해야 할 것이다. 특히 한국으로서는 철저한 한미공조와 함께 선의의 무관심 정책이 바람직할 것으로 판단된다.
Abstract
Recently, North Korean nuclear issues has been deadlocked in spite of 2.13 agreement. This paper was made to analyze North Korea’s nuclear strategy against the U.S. and tactics in six-party talks and to examine South Korea and the U.S.’s countermeasures. Conclusively speaking, it is judged that North Korea would rather pursued partial and ultimate type of denuclearization than complete and immediate. And it seem that North Korea is maneuvering division of six-party talks and isolation of South Korea for the purpose of attaining their goals. Therefore, South Korea and the U.S. have to persuade North Korea into accepting sincere executes of the 2.13 agreement as it is the only alternative while strengthening the six-party nations unity. Especially, it seems to be desirable that South Korea should adopt benign neglect policy toward North Korea while maintaining mutual assistances with the U.S.
