포스트 사회주의 국가는 사회주의 체제전환 방식의 속도와 경로가 달랐다 하더라도 모두 주택문제에 관한 주거권 차원의 도전을 받았다. 주택문제는 복지혜택의 영역에서 상품화 영역으로 쉽게 전환될 물건이 아니었기 때문이다. 북한은 주택문제를 여전히 복지보장제도의 일환으로 해결하겠다고 공언한다. 그러나 공언과 달리 제8차 당대회 이후 북한 당국이 추진하고 있는 주택공급사업은 한계를 보이고 있으며, 각 시와 군을 또 다른 건설의 책임주체로 소환하기에 이르렀다. 뿐만 아니라 거주민의 주거권 보장의 측면에서도 다수를 이루고 있는 북한의 저소득층은 신규공급 주택보다 현실적인 정책의 추진을 원하고 있다. 따라서 이 연구는 포스트 사회주의 국가들이 도전받았던 주택문제의 쟁점을 상기하며, 비교사회주의 관점에서 향후 북한의 살림집재개발 과정과 그 예상되는 문제들을 분석해 보았다.
Abstract
The post-socialist country had a different speed and path of the socialist system transition method. However, all were challenged at the residential level on the housing issue. This is because the housing problem was not an item that could easily be converted from the area of welfare benefits to the area of commercialization. North Korea has vowed to solve the housing problem as part of its welfare system. However, contrary to the declaration, the housing supply project promoted by the North Korean authorities after the 8th Party Congress is showing limitations. Each city and county were summoned as the responsible subjects of another construction. Low-income families in North Korea also want to pursue realistic policies rather than new housing. Therefore, this study recalled the issues of housing problems that post-socialist countries were challenged and analyzed the problems of future housing development in North Korea from the perspective of comparative socialism.
