가정폭력 쉼터입소 동반자녀의 쉼터 및 주거지원 생활경험에 관한 연구

본 연구는 가정폭력노출자녀의 폭력 피해 및 서비스 이용 경험을 분석하여 지원의 개선방안을 제안하려는 목적에서 수행되었다. 피해자보호시설에 피해여성(모)과 함께 입소하여 월드비전의 자립지원서비스에 참여한 아동ㆍ청소년 10명을 연구대상으로 하여 포커스그룹 및 개별 인터뷰를 진행하였다. 인터뷰 자료는 사례연구 방법으로 분석되었고, 분석결과는 다음과같다. 첫째, 동반자녀들은 가정폭력 상황의 목격을 넘어 직ㆍ간접적으로 개입하고 있었으며, 가해자에게 학대를 받는 경우들도 있어 가정폭력과 아동학대의 중복발생이라는 맥락에서 폭력피해의 복잡성이 드러났다. 둘째, 가정폭력노출은 동반자녀의 정서적 혼란뿐만 아니라 관계와 일상의 훼손을 야기하였다. 셋째, 동반자녀의 서비스 이용 경험을 통해 비공개 쉼터의 한계라 할 수 있는 입소자의 고립, 엄격한 규율, 사적 공간의 부족, 학령기 아동에 대한 제한적 지원 등 지원체계의 한계를 발견하였다. 분석결과를 바탕으로 한 연구의 함의는 다음과 같다. 가정폭력노출자녀의 성장과 회복을 위하여 아동ㆍ청소년기의 발달과업을 성취할 수 있도록 지원하고, 관계 재구성을 지원하기 위한 환경을 구축하고, 일상을 회복할 수 있도록 공적 지원서비스의 사각지대와 부족한 부분을 민간기관의 사업을 통해 보완하면서 전체적으로 지원을강화할 필요가 있다. 또한, 가정폭력노출의 범위를 명료화하고, 가정폭력노출자녀를 정책대상및 서비스 이용자로 가시화하여 보다 강화된 서비스 전달체계를 구축해 나가야 할 것이다.
Abstract
This study was conducted to better understand the living experience of children exposed to domestic violence and their service use. 10 children and adolescents who stayed at the shelter with their mother who were abused by father were participated in the study. Data were collected through focus groups and individual interviews, and analyzed using the case study method. The analysis results are as follows: first, children at the domestic violence shelter had experienced beyond witnessing and intervening. Second, exposure to domestic violence caused damage to relationships and daily life as well as emotional confusion of children. Third, through the experience of using the service, the limitations of the support system such as isolation of residents, strict rules. lack of private space, and limited support for school-age children came up. The implications of the study show that children exposed to domestic violence should be supported to achieve their developmental tasks during their childhood and adolescence. It is necessary to clarify the scope of children’s exposure to domestic violence, visualize them as policy targets and service users to establish a service delivery system.
