Abstract
The objective of this paper is to understand the characteristics of industrial relations and labor movement in Korean public sector, to analyze the socio-economic meaning of this joint sector. The size of the Korean public sector is small cornpared to that of the advanced capitalist countries. Moreover that has been diminished after the IMF-managed system due to the governmental policies of general privatization and structural coordination of public enterprise. Korean Goverment has carried out such policies according to the logic of globalization and efficiency under the sactifice of the publicity. The public sector workers have suffered serious instability of employment and bureaucratic control. In this context, on Feb. 25th 2002, the three basic-industry unions, Korean Power Plant Industry Union, Korean Railway Workers' Union, Korean Gas Corporation Union in public sector began joint strike, and KPPIU continued their strike for 38days from that time. This joint strike has a significant implication not only in the industrial relations of public sector but in the whole national industrial relations. The significance of the joint strike is as follows. Firstly, it has made the privatization in the public sector as national agenda and made people realize what the problems of governmental policies are. Secondly, it has raised some discussions about the publicity and public welfare among the civil and social associations. Thirdly, it has suggested that the structural reform policies of public enterprises without participation of citizens and related workers and without social consensus should be protested and nullified. Korean democratic unions and the progressive bloc need to have the moral obligations to develop the implications of this joint strike in the aspect of the enlargement of the publicity and public welfare.
