신자유주의적 세계화의 이중적 영향(복지강화/복지약화)으로 초래된 복지체제 변화의 양상은 특정 국가의 사회경제체제가 가지는 특수성에 따라 국가별로 다르게 나타난다. 미국의 경우 '복지의 시장화'와 '재상품화'를 통해 복지제도를 신자유주의적인 시장의 원리에 종속시켜가고 있고, 유럽대륙 국가들의 경우 국가복지축소의 압력 아래에서 복지제도의 최신화, 합리화를 통해 기존의 사회적 가치를 유지, 발전시킬 수 있는 복지개혁의 방향을 갈등 속에서 모색하고 있다. 한국의 경우, 1997년 경제위기 이후 신자유주의적 세계화의 영향을 강하게 받고 있었음에도 김대중 정부의 '복지개혁'을 통해서 복지제도가 확충되고 복지지출이 증가해 왔다. 그러나 이것은 한국복지의 특수한 구조, 즉 서구 복지구가들과 달리 국가복지 비중이 상당히 낮은 낙후된 복지체지로 인해서 복지지출과 제도를 축소할 여지가 없었다는 사실에서 설명되어야 한다. 김대중 정부의 '복지개혁'은 신자유주의적 구조조정으로 인해 증촉되고 있던 사회경제적 위기를 완충시킬 필요에서 비롯된 것으로 한국복지체제의 포괄적 발전으로 전개되지 못하고 있다. 이것은 '복지개혁'에도 불구하고 소득분배구조의 불평등과 빈곤의 재생산을 해소하지 못함으로서 한국 복지체제가 여전히 잔여성과 낙후성을 탈피하지 못하고 있음에서 확인된다.
Abstract
The features of the transformation of the welfare regimes caused by the neoliberal glibalization varies widely from country because of the different characreistics of their socio-economic regimes. In the casr of the US, the welfare system is rapidly reorganized toward 'Markdtization' and 'Recommodification' propellde by the neoliberal market-oriented princple. For the Continental European countries, under pressure to reduce social welfare expenditures,the orientation of the welfare reform is on the dividing line between 'Marketization' for economic efficiency, and 'Reinforcement by way of 'updating' and 'rationlizing' their existing welfare systems. Although the Korean socio-economic system in general have been strongly inflyenced by the neoliberal globalization since the Financial Crisis of 1997, an impreeive enforcement of the welfare system and a considerable increase of welfare expendityres are paradoxically observed in Korea. Kim Dae-Jung government's so-called 'welfare Reforms' should, however, be interpreted as a weakness of Korean welfare system which does not have the capacity to reduce welfare expenditures in spite of financial difficulties. On the other hand, the 'Welfare Reforms' can also be understood as a social device designed to absorb the socio-eonomic shock generated by the massive neoliberal economic restructuring.
