유럽의 유연안정성 정책에 대한 기초 이해

초록

이 논문은 최근 유럽에서 확산되고 있는 유연안정성 정책에 대한 기초적인 이해를 목표로 하고 있다. 이를 위해 이 논문은 유연안정성 개념의 생성과 발전, 그 구조, 그리고 구체적인 달성방안들과 그 조건들을 살펴보았다. 90년대 후반 네덜란드에서 생성되어 유럽 차원에서 중요성을 더해 가고 있는 유연안정성 정책은 노동시장과 사회보장의 영역에서 유연성과 안정성의 균형을 달성하는 정책으로 정의될 수 있는데, 그 구체적인 달성방안으로는 정규 노동자의 내부적 유연성 증대, 비정규 노동자 보호, 사회보장의 강화 및 이행노동시장에 대한 지원 등을 들 수 있다. 그리고 그를 위한 사회경제적 조건으로는 노사(정)간 사회적 대화와 상호신뢰, 협상범위의 확대, 조정된 분권화 및 양호한 경제ㆍ노동시장상황을 들 수 있다. 이 논문은 현시기 한국에서 유연안정성의 달성을 위해서는 유연성 보다는 안정성을 제고하는 것이 중요하다고 주장한다.

Abstract

This paper aims to promote a basic understanding of flexicurity policy, which has been expanding in Europe. To that end, this paper reviews how the concept of flexicurity was conceived and developed, and also looks at its structure, as well as the instruments of flexicurity policy, and necessary conditions for them.Flexicurity policy can be defined as a policy that seeks to achieve a balance between flexibility and security in the labor market and the social security system. The policy instruments for achieving flexicurity include an increased internal flexibility of regular workers, protection of irregular workers against discriminations, expansion of social security, and support for the transitional labor market. And socio-economic conditions conducive to flexicurity are social dialogue and mutual trust between social partners, an extended scope of negotiations, coordinated decentralization, and favorable economic and labor market conditions. This paper argues that in Korea strengthening security is more important than raising flexibility in order to achieve flexicurity.
