이 논문은 최근 유럽에서 발달한 이행노동시장 이론을 검토하고 그 토대위에서 한국의 노동시장정책을 평가하며 발전방안을 모색한다. 이행노동시장 이론은 노동시장에서 빈번하게 일어나고 있는 여러 상태 간의 이행에 초점을 맞추어 이행과정에서 개인의 이행을 관리함으로써 사회적 위험을 줄이고 노동시장정책의 실효성을 높이려는 접근법이다. 우리나라에도 선진국과 같은 행태의 노동시장의 이행이 증가하여 이러한 이론이 유용하게 적용될 수 있을 것이다. 이행노동시장 이론을 활용할 경우 앞으로의 노동시장정책은 사회 통합을 지향하면서 이행과정에 소득지원제도를 연계하되 활성화 정책을 강화하는 방향이어야 한다. 이울러 한국 실정에 맞는 유연안정성 모델을 만들어야 함을 강조한다. 또한 Schmid의 5개 이행 유형에 따라 사회적 위험을 관리할 노동시장정책의 발전방안을 제안한다.
Abstract
The purpose of this paper is to review the Theory of Transitional Labour Market(TLM) that has recently developed in Europe and, based on it, to evaluate labor market policies of Korea and suggest some ideas for their development. TLM approaches focus on various transitions that frequently take place in the labor market and thus by managing individual transitions, aim to reduce social risks and increase effectiveness of labor market policies. Since Korean labour market has been experiencing rapidly increasing labor market transitions like other advanced countries, TLM approach may be meaningfully applied to Korea. If applying TLM approach to Korea, her labor market policies should aim at pursuing social integration by strengthening activating policies and ‘making work pay’ measures in the transitions as well. In addition, proper Korean flexicurity model should be developed that would fit to the situations of Korea. In this paper, some policy ideas are also suggested for the development of labor market policies of Korea to manage social risks in line with the 5 transition types of Schmid's model.
