현대 노동시장은 산업사회의 정형화된 완전고용체제에서 유연고용체제로의 이행하고 있다. 본 논문은 이러한 문제의식 하에서 비정형적 고용의 증가와 이에 따른사회적 위험에 대해 유럽의 복지국가들의 현황은 어떤지, 그리고 이에 대한 국가별대응은 어떻게 다른지를 주로 검토하고자 하였다. 주요 연구 결과는 다음과 같다. 우선 서유럽 국가들에서 비정형적 고용은 증가하고 있다. 둘째, 고용지위간의 이행에서의 위험은 북유럽 복지국가유형에서 가장 적게 나타나며, 소득 연계적 사회보장 시스템을 가진 프랑스, 독일 등의 대륙형 복지국가들에서 상대적으로 크게 나타난다. 한편 남유럽 복지국가들에서는 이러한 위험이 가장 크게 나타날 뿐만 아니라정규직, 비정규직간의 임금격차 또한 가장 크다. 셋째, 이에 대한 정책적 대응에 있어서는 북유럽형 복지국가들이 상대적으로 안정성을 강조하고 있는 것으로 나타난다. 반면 남유럽국가들은 소득안정성 그리고 옵션 안정성 등에서 가장 낮은 수준에머물러 있다. 고용의 유연성과 이동성을 강화하면서도 동시에 안정성을 추구하는것은 쉬운 것은 아니다. 하지만 유연안정성을 향한, 즉 유연성과 안정성을 순기능적으로 보완하고자 하는 북유럽 국가들의 노력은 나름대로 시사하는 바가 적지 않다고 생각한다.
Abstract
This study aims to examine the situations and policy responses of european welfare states in relation to the problem of 'atypical' employment. The results can be summarized as follows. First, during the past 10 years,the 'atypical' employment rate has increased in most european welfare states except eastern- european states. Secondly, regarding the risk of transition from 'atypical' to 'typical' employment, the scandinavian welfare states are less exposed to this risk than the bismarkian welfare states like France,Germany. On the contrary, the risk is most acute in south-european welfare states. Third, in relation to policy responses, south-european welfare states is characterized by lower level of 'flexicurity', while a great deal of effort for 'flexicurity' goes into the project in the scandinavian welfare states. It is not easy to execute both 'flexibility'- and 'security'-policy. But the effort in the scandinavian welfare states is full of suggestions.
