한국의 노동소득분배율 변동이 총수요에 미치는 영향: 임금주도 성장모델의 적용 가능성

초록

본 연구에서는 우리나라 자영업 부문의 특성을 반영하는 노동소득분배율 추계방법으로 분기별 노동소득분배율 시계열 자료를 생성하고, 포스트 케인지안 성장분배모형을 이용해 기능적 소득분배가 총수요(소비+투자+ 순수출)에 미치는 영향을 IMF 외환위기 이전(1981-1997)과 이후(1999-2012)로 구분하여 분석하였다. 분석결과, 외환위기 이전에는 노동몫 증가가 소비와 투자 증가를 유발하였지만, 노동소득의 소비성향이 높지 않아 총수요의 임금 주도성은 강하지 않았다. 외환위기 이후 노동소득의 소비성향이 높아진 상황에서 노동몫 감소가 소비를 크게 위축시켰지만 자본몫 증가에 따른 투자와 순수출 증가 효과는 나타나지 않았으며, 이로 인해 총수요의 임금주도성이 강화된 것으로 분석되었다. 이로부터 자본몫을 높이는 자본친화적 분배정책은 경제성장을 저해할 가능성이 큰 반면, 노동몫을 높이는 노동친화적 분배정책이 총수요를 늘리고 경제성장에 기여할 수 있다는 함의를 얻는다.

Abstract

Labor share of income in Korea have fallen since 1997 Financial crisis. I analyses the relationship between functional income distribution and economic growth in Korea from 1981 until 2012. The analysis is based on both traditional Kaleckian demand-driven growth model and Bhaduri & Marglin(1990) growth model, which allows for profit-led or wage-led growth. I apply a single equation approach, estimating the effects of income distribution on consumption, investment and net export. Main empirical results are as follows. (1) Partial effect of the labor share on consumption was significantly positive. Elasticity of consumption with respect to labor share in the period of 1999-2012 was higher than that of 1981-1997. (2) Partial effect of the labor share on investment was significantly positive in 1981-1997, but insignificant in 1999-2012. (3) Partial effect of the labor share on the net export was insignificant. (4) Empirical result of the total effect on the aggregate demand shows that demand regime in Korea was weakly wage-led in 1981-1997, and strongly wage-led in 1999-2012.
