전시 작전통제권 환수 논의를 둘러싼 비합리적 요소의 작용여부 분석과 교훈
An Analysis on the application of Irrational Elements in Discussions Regarding the Transition of Wartime OPCON Authority and Lessons from it

본 연구는 한국에서 지난 10년간 논의된 후 사실상 무기연기로 결정된 전시 작전통제권 환수 문제가 오인식(誤認識), 집단사고(groupthink), 감정적 편향(emotional bias) 등의 비합리적 요소에 영향을 받았는지 여부를 평가하고, 이를 토대로 향후 본 주제나 유사주제 논의과정에서의 몇 가지 교훈을 도출하는데 목적을 두었다. 이를 위해 비합리적 결정에 관한 해외학자들의 연구성과를 이론적 근거로 하여 참여정부가 추진해온 전시 작전통제권 환수 문제를 분석하였다. 분석결과 참여정부가 정권의 핵심과제로 추진해온 전시 작전통제권 환수의 논리에는 오인식, 집단사고, 감정적 편향이 상당히 작용하고 있었다는 점을 발견하였다. 이러한 사항은 “조건이 충족될 때까지” 현재의 한미연합사 체제를 유지하는 것으로 결정된 지금도 계속되고 있고, 이와 같은 유사한 문제들은 다른 국방관련 사항에서도 발생할 수 있다. 본 연구의 함의로는 동일한 시행착오를 반복하지 않으려면 정책결정자나 국민들이 작전통제권의 위임을 군사주권의 침해로 인식하지 않는 세계적 경향을 이해할 필요가 있고, 작전통제권 환수라는 과정보다는 한미연합사 해체라는 결과를 대상으로 토론함으로써 논점을 보다 명료화할 필요가 있다는 것이다. 나아가 북한의 핵위협에 자체적인 대응책을 더욱 강화할 필요가 있다는 것과 국방문제에서 이념을 분리함으로써 오인식, 집단사고, 감정적 편향이 더 이상 국가안보를 위협하지 않도록 주의해야 한다는 것이다.
Abstract
This paper investigates whether the ten years’ discussions on the OPCON (Operational Control Authority) transfer from the CFC(ROK-U.S. Combined Forces Command)to the South Korean Joint Chiefs of staff, which was recently de facto postponed endlessly, was affected by the irrational elements such as misperception, groupthink and emotional bias. It also tries to propose several recommendations as lessons from the analysis. For this purpose, it analyses the background and logics of the Roh Moo-hyun Administration regarding the OPCON issues in South Korea using foreign research findings on the intervention of irrational elements into the decision making process. This research finds that discussions on the OPCON in South Korea were affected a lot by the misperception, groupthink and emotional bias, the affects has been continuing and South Korea will have another serious trial and errors unless it does not fix them. As lessons of this research, if South Korea does not want to repeat the same mistakes in the future, its decision makers and people should clearly recognize that the giving OPCON is not considered as giving-up of sovereignty in the world. It should discuss it as the title of dismantlement of the CFC in order to make the issue clear. They cannot but relate this issue with the degree of the North Korean nuclear threat. South Korea may need to try hard to separate national defense issues from ideologies.
