통일 정책에서의 상징성과 은유

초록

본 연구는 역대 정부의 통일정책이 상황에 따라 전술적 변화를 모색하는 과정에서 상징이 어떻게 작용하고, 그것을 어떻게 이용하고 있으며, 그에 따라 어떤 효과가 나타나는지를 분석하였다. 그리고 이를 토대로 향후 우리의 통일정책이 어떻게 전개될지에 대한 그 방향과 과제를 함축적으로 가늠해 보는데 목적을 두었다. 분단 이후 남북한은 모두 민족이라는 상징보다 공산주의와 자본주의라는 서로 상이한 이데올로기로서의 상징을 강조해 왔다. 특히 남북한 양측 모두 집권자들은 남북 대립 상황을 권위주의적 정치체제의 강화에 이용하는 상징 조작적 전략을 자주 사용하였다. 그러한 과정 속에서 남북한 국민들은 서로 상대방에 대한 왜곡된 시각을 갖게 되었으며, 이러한 상호 부정적 인식체계는 상대방에 대한 부정적 상징의 사용을 통해 더욱 강화되고 고착되어 왔다. 사람들은 객관적인 현실보다 상황에 대한 자신의 이미지 내지 은유라는 상징 작용에 의해 행동한다. 이러한 논리를 근거로 본 연구에서는 통일정책에 있어 상징과 은유성이 어떻게 작용하고 그러한 상징의 작용으로 인해 정책이 어떠한 결과를 낳게 되었는지 각 정부별로 분석하였다.

Abstract

This study is on the Symbol and the metaphor of South Korea's Unification Policy. Looking at the process of integration policy in the Korean Peninsula, we understand that South Korea is actively crawling political symbolism. For example, they are trying to blame the division of Korea into two parts, South and North Korea to rely on "American imperialists" and consequently South Korea to become simply "American colonies". To do this, they enjoy concerning the propaganda and public opinion through assemblies of South Korea. As a result, Understanding of unification between South and North Korea is totally different. While South Korea defines unification as a process for the formation of new national community, North Korea considers it building a proletarian class society on the whole Korean Peninsula by national liberation and revolution of South Chosen(South Korea). Due to this different perception, considerable discrepancies are to be inevitably shown in the basis and principles(or their interpretation) of unification policies between the two Koreas. Especially, the South and the North conflict in unification philosophy because the former pursues free and democratic unification and the latter aims at unification by Juche ideology. The same is true with South and North Korea's unification formulas, namely "Korean National Community Unification Formula" and "Democratic Confederal(this term is used to mean "federal" and bring about much confusion among Korean people) Republic of Koryo", which include key elements and general features of their unification policies. As is well-known, North Korea suggested so-called "Low Level of Federation" Idea in 1991. North and South Korea have different directions on the policy of unification of Korean Peninsula, therefore, necessary to investigate the problem of the differences and the definition of the concept of Korean unification between North and South Korea in the first place we need to discuss that with what we hope for a unified Korea.
