원자력 공공거버넌스 변화에 따른 미디어 담론의 구조적 결정성과 정파적 편향성 연구

본 연구는 토픽모델링(topic modelling)을 활용하여 2014~2016년 간 미디어 보도 기사에 나타난 원자력 이슈 프레임의 핵심 속성과 변화추이를 시계열적 관점에서 분석하였다. 특히 이 시기에 원자력 공공거버넌스 관련 핵심 정책현안과 각종 사건사고가 발생함에 따라 미디어는 어떠한 원자력 이슈 프레임을 구성하였으며, 이로부터 어떠한 사회제도적 공론화와 정책변화를 시도하였는지 실증적으로 분석해보았다. 세부적으로 미디어 정파성에 따라 미디어 담론기능을 통한 원자력 공공거버넌스의 의도된 사회구성적 현실과 이에 담겨진 커뮤니케이션 전략을 살펴보았다. 연구결과 원자력 공공거버넌스 변화 주요 시점별로 미디어를 통해 생산, 공유, 확산된 이슈 프레임의 다양성과 비대칭성이 관측되었고 이는 미디어 정파성 차원에서 보다 명확하게 드러났다. 한편 같은 시기에 동일한 이슈 프레임이 강조되었으나 보수와 진보 미디어 간 동일 이슈 프레임에 대한 상대적 비중과 의존도에는 차이가 있는 것으로 나타났다. 이를 통해 본 연구는 여전히 원자력 공공거버넌스 상에서 미디어의 사회제도적 역할과 정파적 영향력이 현저하다는 점을 확인하였으며, 이를 토대로 민주적 숙의성과 과학적 합리성을 진작시키는 미디어 담론과 공론장의 제도적 역할에 대한 논의를 더하였다.
Abstract
Existing literature maintains that partisanship which is distinct in each media affects the agenda setting and public discourse of policy issues in public sector. Indeed, public opinion and policy decision making on the issue of nuclear energy are influenced by media partisanship and its relevant issue frames. Withi this backdrop, the current study explores how news media framed nuclear energy issues and intended to influence the public governance and policy process of nuclear energy in terms of the political orientation of news media. To address this issue, employing a topic modelling approach this study collects and analyzes news media articles with distinction of political partisanship from January 2014 to December 2016. Results show a longitudinal perspective into the changes and trajectories of nuclear energy issues framed and emphasized in light of media partisanship. More specifically, results clearly reveals that a diversity of nuclear energy issues are significantly framed and differently used in conjunction with the political orientation across major policy conflicts and incidents occurred in nuclear energy public governance. There are a couple of theoretical and policy implications on the institutional role of media in social attention amplification, public discourse and policy process with respect to nuclear energy that should deserve mention. A number of avenues for future research arise from this study.
