Abstract
In most states including Korea and USA, the right to strike of the unions representing for government employees is prohibited legally, or at best is partially allowed to some specific groups. Nonetheless, strikes led by government employee unions have occurred not infrequently. Thus, the effectiveness of legal regulation over the strikes of government employees unions has been seriously questioned. This study is designed to comprehensively review the major theories of the causes of strikes in government, the debates on the legalization of the right to strike and the effectiveness of legal regulation, and the logic and effects of compulsory interest arbitration as an alternative to the right to strike. Finally the authors wrote some implications of the American theories and arguments to the reform of Korean system.
