조직 내 정치가 조직시민행동과 조직성과에 미치는 영향에 관한 연구

초록

본 연구는 조직 내 정치가 조직시민행동과 조직성과에 어떠한 영향을 주는지, 또한 조직시민행동의 하위 차원이 구성요소인 참여행동과 이타행동이 조직정치와 조직성과 사이에서 어떠한 방식으로 조직정치의 부정적 영향을 완화하고 조직성과 향상에 기여하는지를 구조방정식모형을 통하여 그 인과관계를 분석하였다. 서울시 A구청의 6개의 국과 16개 동 주민센터에 근무하는 공무원들을 대상으로 한 연구의 분석결과, 조직 내 정치는 참여행동과 조직성과에 부정적 영향을 주고 있는 것으로 나타났고 조직시민행동의 하위요인인 참여행동과 이타행동은 조직성과에 모두 유의미한 긍정적 영향을 주고 있었다. 다만 조직정치와 이타행동 간 인과관계는 유의하지 않은 것으로 분석되었다. 이는 이타행동은 자발적으로 조직 내 구성원들을 돕는 긍정적 행위로 조직성과에는 긍정적 영향을 미치지만 조직 내의 정치적 행위로 인하여 영향을 받지는 않는다는 것이다. 즉 비공식적 행태로써, 조직 내 구성원들을 돕는 자발적 행위는 조직 내의 정치적 행태가 높다 하더라도 이타행동에는 영향을 주지 않음으로써 그 부정적 영향이 조직성과에 간접적으로 영향을 주고 있지 않다고 볼 수 있다. 따라서 조직 내 정치 행위의 수준이 높은 조직에 있어서는 조직 구성원들이 정책결정이나 의사결정 과정에 적극적으로 참여하지 못할 가능성이 높으며, 조직과정 상 소극적인 행태를 띌 가능성이 매우 높을 것이며 그 결과 참여행동을 위축시켜 직･간접적으로 조직성과에 부정적 영향을 미칠 수 있을 것이다. 다만, 본 연구의 분석 단위가 단일한 자치구의 공무원이라는 점을 감안할 때 본 연구의 결과를 일반화하기에는 일정 부분 한계가 있을 수 있을 수 있으므로 향후 연구에서는 좀 더 표본을 다양화할 필요가 있다.

Abstract

This study empirically analyzes the effect of Perceived Organizational Politics(POPs) and Organizational Citizen Behavior(OCB) on the performance. The empirical analysis focus on the mediator effect of OCB, especially, Civic Virtue and Altruism. the results indicate that Civic Virtue has mediator effect on the relations between POPs and performance. Civic Virtue has positive direct and indirect effect on the organizational performance and Altruism has direct effect on the organizational performance.
