Abstract
This study examined the effect of organizational factors related to the individual needs on public service motivation(PSM) based on the Alderfer(1969)s’ ERG theory. By using hierarchical linear model(HLM), there is a significant difference in PSM between organizations, and the explanation of each needs is 7.69%(Existence needs), 28.21%(Relatedness needs), and 30.77%(Growth needs). To be specific, intra-structure communication related to the relatedness needs and development culture related to the growth needs shows significantly positive influence on public officials’ PSM. This results suggest that there is a necessary to consider public officials’ individual needs characteristics-especially relatedness and growth needs-in order to strengthen organizational PSM. To sum up, it is meaningful that this study shows the theoretical logic of how organizational factors affect public officials’ PSM, and suggests prescriptive implication about organizational management by paying attention to organizational factors. HLM analysis would be a better choice to figure out the effect of organizational factors closely.
